Job Description
Position Summary 
The role of the Senior Fiscal Manager is to manage core fiscal functions within the Office of Children and Families related to procurement and supplier diversity of Minority/Women/Disadvantage Business Enterprise contracting participation.  The Senior Fiscal Manager is responsible for providing accurate, timely information to leadership identifying fiscal areas of improvement through monitoring and analysis, in addition to administrative management on the Request for Proposal solicitation process. The Fiscal Manager reports directly to the Director of Contracts Review and Analysis for the Office of Children and Families and will have two direct reports.  
Essential Functions 
Management of the Department’s centralized Request for Proposal solicitation process 
Duties include, but are not limited to: 
Function as the point of contact for all departmental funding and resource development activities. 
Prepare Request for Proposals (RFPs), Request for Qualifications (RFQs) as well as other solicitation documents in accordance with City/departmental requirements. 
Develop policies and procedures to support Departmental solicitation efforts. 
Conduct training workshops/orientation for DHS and/or external staff participating in the proposal review process. 
Maintain all documentation relevant to Department’s solicitation efforts. 
Manage pre-proposal/bidder’s conferences. 
Liaison with external audiences (e.g. eContract Philly, PHLContracts, Law, CAO, Divisional Deputies, etc) in the execution of the RFP. 
Identify appropriate funding and in-kind supports in furtherance of agency initiatives and programs. 
Develop external partnership to support DHS initiatives as needed (e.g. DHS Logo, Commerce capacity building partnerships, etc.) 
OEO Compliance  
Develop minority participation goals in consultation with the Office of Economic Opportunity (e.g. identifying opportunities for each solicitation. 
Collect and analyze DHS provider agency’s demographic data and minority spend via the Department’s OEO database. 
Develop strategies to increase minority contracting opportunities. 
Prepare minority participation reports for City Council hearings ; review and approve quarterly participation reports. 
Review and approve annual Supplier Diversity Plans submitted by DHS service providers. 
Provider Technical assistance/training for DHS providers in the development and implementation of Supplier Diversity Plans. 
Function as the subject expert on issues relevant to DHS’ compliance with City minority participation goals and objectives. 
Collaboration with other Departments’ (e.g. Commerce,) in the development of outreach and capacity building initiatives. 
Carry out and ensure compliance with systems and procedures for financial management, tracking & reporting for the various departments and initiatives within the Office of Children and Families.  
Supervision 
Plan, assign and review the work of fiscal staff responsible for procurement management and OEO compliance 
Monitor overall workflow of Unit, adjusting as necessary 
Provide employees with performance evaluations, as well as periodic feedback 
Monitor employee attendance and grant approval for leave requests

Competencies, Knowledge, Skills and Abilities 
Ability to establish and foster relationships with cross-sector partners and to work as a part of a collaborative team. 
Ability to translate complicated data, tables, and charts into user-friendly documents for public consumption.  
Proven ability to work independently to produce high-quality results within tight timeframes. 
Proficiency with Microsoft Office products in general and expertise with Excel, in particular. 
Strong organizational skills and attention to detail. 
Excellent analytical, written and verbal communication skills.
