Corporate Programme Manager
Location: West Yorkshire 
Pay rate:  £500 per day  

We are recruiting for an experienced and passionate Corporate Programme Manager to  provide client side project management on a variety of construction projects (public sector / experience of working on a caried corporate estate preferred but not essential). Building / surveying background would be preferred but other construction disciplines welcome. The purpose of the post is to act as the Council’s technical and administrative manager for current and future projects and minor works, including the management and setting and monitoring of performance measures and the development, management and interpretation of data to provide management information. As a unit we provide technical support to our internal client departments acting as a critical friend. 

You will support and play an active role in achieving value for money the procurement of goods and services to aid in the development of the corporate estate (including schools), goods and wider services. The successful candidate will ensure that the activities and performance of the service contribute to the aims and objectives of the Council and in so doing ensure the Council’s corporate priorities are achieved and maintained. You will  be responsible for providing a wide range of professional guidance on day to day and complex project and programme management activities within PFH&S and the wider Council. Working with internal and external key stakeholders to ensure sound decisions are made in delivery and management of the Council’s projects.

Perfect candidate will be:

PRINCE 2 Project Management or equivalent
IOSH Managing safely
Good understanding of programme and project management techniques including:
Performance and risk management techniques and frameworks
Managing and minimising risk within programmes and projects
Distilling and interpreting varied and complex range of information to develop genuine insight, identify need and opportunities and inform decision making
leading, and delivering through, productive cross-functional project teams
Awareness and understanding of the local government framework, governance arrangements, best value and service improvement, risk management and key issues facing local government and public services.
Extensive knowledge of delivering and managing strategic and long term capital building programmes
Extensive knowledge of delivering and managing strategic and long term capital building programmes
Health and Safety Awareness in relation to project management and the delivery of construction type projects such as CDM
Understanding of the Schools Capital Programme delivery and clear understanding of capital and buildings aspects of the Children and Young People’s service areas needs and requirements.
Knowledge of best value principles in the commissioning of public services.
Experience of working with client to develop projects from inception including developing briefs and business cases.
Experience of direct staff management as well as multi-disciplinary appointed design teams to deliver design, tender and contract administration of the construction projects.
Experience of contract management and managing multi-disciplinary design teams relationships. 
JCT / NEC forms of contract is essential
