Main Purpose:

Act as the Council's project manager and procurement advisor for all capital programme projects, especially when dealing with complex, contentious, and contractual issues, including compensation events/claims.
Demonstrate flexibility and possess a deep understanding of quantity surveying and project management, as the role involves responsibilities in both areas.
Personally manage high-profile, key projects for the Authority.
Evaluate, appoint, and manage teams of external consultants, contractors, officers, and specialists involved in the projects.
Oversee the daily project-specific managerial and operational tasks for multi-disciplinary teams within Property & Regeneration.
Ensure consistent management of all Quantity Surveying schemes, with attention to technical, financial, and contractual responsibilities.
Adhere to relevant Quality Assurance procedures for pre- and post-contract quantity surveying duties.
Provide expert support in maintaining and monitoring the contractual aspects of all projects, emphasizing delivery and contract compliance.
Promote commercial awareness throughout project teams.
Conduct construction project reviews, highlighting lessons learned to facilitate continuous improvement.
Prepare documentation for contractors and consultants for high-value project schemes.
Possess extensive knowledge of all construction and design disciplines and be familiar with the wide range of specialist functions involved in major projects.Duties and Responsibilities:

Select, motivate, and manage teams of officers, consultants, companies, and organizations to ensure successful project management and delivery that meets client requirements and aspirations.
Lead entire project life cycles, including brief development, client objectives analysis, feasibility studies, project scope, preparation of project fee estimates, and establishment of project budgets and programs.
Advise on and manage the selection of appropriate contract forms for different project types and the most suitable tendering methods.
Supervise and manage tender submissions for consultants and contractors, focusing on both quality and financial aspects.
Negotiate and agree on terms and conditions of engagement for both consultants and contractors.
Play a key role in Welsh Government funding applications by providing cost reports, project programs, fee proposals, and risk analysis models.
Manage change effectively, ensuring proper control and reporting of changes.
Oversee the effective delivery of all activities related to capital building programs and ensure the planning, programming, and completion of projects.
Provide technical advice throughout the Directorate and Authority, advising Project Teams on various specialist subjects and issues.
Ensure effective communication and information control among team members and adhere to all reporting procedures.
Lead the development of new initiatives as directed by the Architectural Design & Project Management Manager and Project Director.
Perform both Client and Principal Designer roles under the CDM Regulations.
Recommend improvements and modifications in technical or management systems.
Provide advice to the Council's Legal and Insurance Sections on investigations following construction site accidents, including acting as an expert witness in legal proceedings.
Ensure capital programs are resourced to meet stakeholder requirements.
Advise on consultancy procurement across the Council.
Lead direct contract negotiations with contractors when competitive tendering is impractical.
Negotiate fee settlements with external consultants.
Compile bespoke contract documentation to reflect the specialist needs of individual clients.
Provide comprehensive cost advice on project and contract management throughout the contract/commission lifecycle.
Manage and negotiate contractual claims made by contractors.
Offer professional advice on the content and presentation of cost feasibility estimates.
Authorize Job Requisition Work Orders for revenue-funded non-housing maintenance works.
Liaise and negotiate with Receivers/Administrators to safeguard the Council's position in contractor insolvency cases.
Provide contractual/technical evidence and liaise with Legal Services in response to Ombudsman Enquiries regarding Council maladministration complaints.
Advise the Council's Insurance Section on insurance cover requirements under different construction contracts and circumstances.
Prepare detailed Board/Committee reports on capital projects, as well as technical and informational reports for the Head of Service.
Assist in the financial control and administration of the Directorate, including writing reports and attending meetings as requested by the Director, Head of Property & Regeneration, or Architectural Design & Project Management Manager
