This crucial point of implementation has created an opportunity for HMRC to think differently about how change is implemented and adopt a holistic approach to how change is landed. The Future Workforce Design & Effectiveness team is critical to this approach. 
 
It’s a key time to join the Future Workforce Design & Effectiveness (FWD&E) team to help transform HMRC and ensure it achieve its future vision. The FWD&E team is a group of passionate and innovative HR and change professionals who are shaping the future of work. The team compromises of Organisation Design & Development Consultants, The People Impacting and Change Team and HR Strategy Team.  
 
HMRC is transforming itself at pace, and the FWD&E team is at the cutting edge of that change. We are looking for a Transformation Lead. The role will involve leading the efforts to transform and evolve the Organisations operating model. 
 
The jobholder will part of the FWD&E leadership team who are responsible for setting direction to enable cultural change, build organisation effectiveness and support transformational change through targeted OD&D interventions.

Person specification

Lead the delivery of organisation design and target operating model activity for major transformation programmes, in collaboration with Strategy, Business Architecture and Transformation.

Work with Transformation, Strategies, & Business Architecture to develop the strategic vision for the organisation into operating model phases and activities.  

Work with Workforce Planning and People Impacting to understand the scale of change involved in phases, using this to plan an approach to change that recognises the organisation’s capacity for change. 

Develop strong relationships and maintaining effective ongoing contacts with other Business Architects and design professionals to ensure strategic awareness, understand shared challenges and learn lessons and develop solutions to ensure design alignment.  

Be an active member of the FWD&E Leadership Team, ensuring that our role as People Architect for HMRC is discharged appropriately. Making connections across the other leads of People Impacting & Change, People Strategy, Organisation Design and Organisation Development through actively contributing in team meetings, sharing information, developing capability through a community of practice and working to make HMRC a great place to work.  

Support the continued development of the Business Architecture Profession 

Essential Criteria 

Experience of designing target operating models for large/medium organisations and leading business areas through the development and execution of their strategy through business architecture 

Experience in developing target operating models and identifying opportunities for development in current business models.  

Proven ability to lead and implement organisation-wide transformation programmes, encompassing business architecture redesign, HR framework changes, and operational model development. 

Experience of working closely with key stakeholders in the business. Establishing trust, gaining consensus and buy-in, and orchestrating engagement and collaboration.  

Proven experience in successfully leading businesses through complex change transformation. 

Proven experience of leading expert teams, providing them with Op model expertise. Ensuring they have a complete understanding of Business Architecture.

Benefits

Alongside your salary of £66,957, HM Revenue and Customs contributes £18,078 towards you being a member of the Civil Service Defined Benefit Pension scheme. 

HMRC operates both Flexible and Hybrid Working policies, allowing you tobalance your work and personal commitments.

We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.

Pension - We make contributions to our colleagues’ Alpha pension equal to at least 27% of their salary
