Job Description
Under the direction of the Chief Deputy Director, the Deputy Director for Planning, Performance & Strategy will lead a team that anticipates and prepares the Agency to meet future needs and guides equity-driven and data-informed decision making intended to improve outcomes for people experiencing homelessness.  The three core components of this role are planning and strategy, data and performance, and coordination between healthcare, behavioral healthcare, and homeless services.
The Deputy Director for Planning, Performance & Strategy will integrate the work of these teams, optimizing the Agency’s ability to set strategy, understand outcomes,  adjust operations, and focus resources. They will be able to represent this work at board hearings, in executive-level conversations with City leadership, and to the public. The Deputy Director for Planning Performance & Strategy will be guided by data, by HSH’s five-year strategic plan, and the agency’s core values of equity & justice, quality, and innovation. In concert with the executive leadership team, the position will also provide overall strategic direction, community ambassadorship and leadership to the organization. The Planning, Performance & Strategy Division works interdependently with the Agency’s other divisions: Programs; Equity; Administration & Finance; and, Communications & Legislative Affairs.
The role requires a balance of high-level strategic thinking capability, hands-on organizational skills, keen analysis and reporting, project management skills, and stakeholder relationship building and management. The ideal candidate for this role will be able to work in a highly independent fashion, possess strong communication skills, be politically astute, be aware of nationwide trends, and have extensive public sector change management experience.
Specific duties of the Deputy Director for Planning, Performance & Strategy include but are not limited to the following:
Supervises 3-5 managers and directly oversees consultants.
Guides development of core organizational vision and strategy in concert with Executive Director, Chief Deputy Director, and the Agency’s leadership team. Selects and supports projects that align with these goals.
Develops the vision for programmatic priorities, clear objectives and outcomes that directly address the needs of people experiencing homelessness, HSH, and the broader stakeholder community.
Manages the organizational strategy and monitors long-term goals for understanding program impact.
Manages, tracks, and reports on the progress of the Home by the Bay Strategic Plan
Plans and operationalizes high touch/impact methods for community engagement.
Liaises with stakeholders on relevant data, impact, and performance measurement issues.
Develops / monitors key strategic initiatives.
Regularly delivers oral presentations to and interfaces with collaborating organizations, other city departments, Mayor’s Office, Board of Supervisors, and city leadership.
Embraces and embodies the Agency’s racial equity goals and provides leadership to help advance the achievement of those goals within the organization and within the larger homelessness delivery system.
Builds and strengthens relationships with key partners, including City departments and other community stakeholders to develop trust and rapport.
Oversees the Agency’s data & performance strategy, ensuring that data can be rapidly and reliably mined to analyze the needs of the homeless population, evaluate operations, and support continuous quality improvement.
Supports the Manager of Data & Performance in building the infrastructure necessary to integrate regular data review and data-informed decision making throughout the Agency.
Oversees the Agency’s Data Privacy function and supports the Data Privacy Officer with executive-level communication and decision making.
Responsible for coordination between the primary care, behavioral healthcare and the homeless response system 
Supports the Manager of Planning & Strategy in strategic planning; program and system design, analysis, and evaluation; project management for organizational change initiatives; and, special initiatives, particularly those that necessitate the involvement of stakeholders from across the Agency’s divisions and programs.
Oversees and strategically utilizes consultant workstreams in coordination with the executive leadership and other key stakeholders.
Monitors alignment of program and system design and performance with strategic plan goals.
Serves as senior ambassador for reports focused on homelessness trends, program and system outcomes, demographics, population impacts, equity analyses, and program evaluations.
Every five years, directs, oversees, and develops a plan and timeline for a strategic planning process in partnership with HSH, consultants, people with lived experience of homelessness, service providers, city agencies and other key stakeholders.
Plans the agenda for and facilitates meetings with internal and external stakeholders.
